There were 75 players still on the 7,008-yard Highlands Course at Atlanta Athletic Club when the tournament was suspended shortly before 5:30 p.m because of lightning and heavy rain.
The first round was scheduled to resume Wednesday morning.
Texter, 16, had the day's only sub-par round, with three birdies and two bogeys.
'It doesn't surprise me that I shot under par but I thought a couple of other guys might shoot under par. But, it's still early and the golf course is tough,'' said Texter, who won the North-South Junior at Pinehurst Resort and Country Club last week.
Texter was followed by four players at even-par 70: Joseph Sykora, 17, of Daphne, Ala.; Matt Harmon, 17, of Grand Rapids, Mich.; Michael Baird, 17, of Castle Rock, Colo., and Adam Porzak, 15, of Poway, Calif.
Defending champion Henry Liaw, 16, of Rowland Heights, Calif., had a 12:23 p.m. starting time and was among those who did not complete play.
Chanin Puntawong, 15, of Bradenton, Fla., scored the first hole-in-one in seven years at the Junior Amateur with a 6-iron at the 183-yard 7th hole. The last hole-in-one was by Brady Stockton at the 1995 Championship at Fargo (N.D.) Country Club.
