Rollins notched six birdies and no bogeys at the Country Club of Hersheys East Course for a round of 6-under-par 65.
Rollins is two shots clear of Joe Daley, who shot 67. Seven others are three shots back at 3-under.
Rollins is competing in his 12th event of the season, and is still in search of his first top-10.
Coming into this golf tournament you dont expect guys to shoot 6-, 7-under-par in a round and to do it is obviously a great feeling and Im happy with it, said Rollins, whose best Tour finish is a 3rd in the 1999 Hershey Open.
He started his round by birdieing holes 2-5. Following seven straight pars beginning at the 6th, Rollins birdied the 13th and 14th holes to move to 6-under for the tournament.
