Briggs got to 13-under after a 15-foot birdie putt at No. 15 but did not stay at that number for long. He dropped a shot at the 214-yard, par-3 17th when his tee shot found the fringe and he failed to get up and down.
He wedged his approach to eight feet at the last to set up birdie and give him the clubhouse lead at 13-under par.
'This week is such a birdie fest,' said Briggs, who has 15 birdies through two rounds this week. 'I'm hitting good shots and hitting it close and making some putts.'
Points did his damage early in his round at Empire Lakes Golf Course. He had a tap-in birdie at the first and then birdied five in a row, starting at the third with all putts from inside 10 feet except for No. 7 where he drained a 30-footer.
He birdied his first hole on the second nine and three-putted the last green to drop out of sole possession of first.
'Being tied for the lead is great,' said Points, who has not finished higher than a tie for 17th in 2001. 'The main thing is to stick with my game plan.'
Chad Wright, Pete Morgan, Tom Carter and Todd Murphy share eighth place at 11-under-par 133.
Casey Martin carded a 5-under 67 and is tied for 36th at minus-7.
The 36-hole cut fell at 5-under par 139 and 2000 champion Scott Petersen will not become the first player in Buy.Com Tour history to successfully defend his title. Petersen posted rounds of 70 and 72 and missed the cut by three shots.
