Brandi Jackson finished two strokes back at minus-10 despite a closing 5-under 67. Seon-Haw Lee, who won in Albany earlier this year, took third place at 9-under-par 207 after a Sunday 69.
Yoo played the opening nine at The Pines Country Club in minus-3 with five birdies and two bogeys.
The Korean stumbled to another bogey at the 10th, but got that stroke back with a birdie on the 16th. Yoo closed with a 3-foot birdie putt at the last for her first tour win.
'I am very happy to win today, but it's just for today,' said Yoo. 'I'm determined to go forward and maybe win again.'
Janell Howland took fourth place at 8-under-par 208 as she closed with an even-par 72. Jeanne Cho and Diana D'Alessio shared fifth place at minus-7.
