This is either high-end trolling, or Donald Trump is a little confused.
To start, Colin Montgomerie was at Turnberry on Friday and thought to tweet some kind words:

In response to Montgomerie’s praise of the Trump-owned club, the presumptive Republican candidate for president offered the following:

Montgomerie, quite notably, failed to win a major championship in his Hall of Fame career, finishing runner-up five times.
True, Monty has won three senior majors since 2014, but “made” reads as squarely past tense, and this would be like congratulating a 52-year-old Phil Mickelson for winning the U.S. Senior Open.
This isn’t PolitiFact, but they’d probably file this under “mostly false.”
