Slow play still a major problem

For the second straight week, the PGA Tour has reason to revisit its lax policy on slow play. The end of Saturday’s Bubba Watson-J.B. Holmes match was unbearable to watch, as Holmes, an acknowledged tortoise, received two gift drops from a tournament official on the 18th hole.

It left me wondering a few things:

When is the Tour gonna sack up to these slowpokes and hit ‘em with strokes, not fines?

Why do they plant those little sprinkler hoses in the middle of the bushes, which are in the middle of the desert? Do they really need to water the sand?
